I dont think that is the case with the fog lights. There is a fuse for low and high beam for both left and right headlights. This is located just above the cigarette lighter. When I started to wire the Switch I found wires already ready, clipped into the back of the blank cover in the switch panel. I pulled that off and then was able to get one hand in from behind and used a screwdriver to press the top tab and push the old bulb out. I bought an OEM Fog Light set with all the wiring and switch. there is a trim piece around the foglight that is held in by 3 tabs.
The light is held in by 3 clips, squeeze the tabs on posts and push out from the back for a smooth removal, vs the violent almost break it pulling from the front.
